You aren't required by law to carry ID with you. It's not required, but keeping it on you whenever you leave your home prevents a great deal of problems that may arise just because you forgot to take it with you. "Problems that may arise because you forgot to take your ID with you" shouldn't include getting detained by ICE and threatened with deportation because your skin is brown.
