Let's say we have a Marketing department who outsources to an outside graphic designer.

If a Product Manager wanted to make an email campaign about a product - how much does the Product Manager have to be involved in the making of the email campaign?

Should the Product Manager give all the content (text, images and an idea of a template [such as examples]) or just give the main idea of the email campaign while the Marketing department finds all the information and the graphic design comes up with it?
