It says that the initial police reports suggest a large capacity magazine was used and that the sale of them has been banned for several years and possession of them was recently banned by a proposition passed in 2016. The prop would have taken effect on July 1, 2017 but has been enjoined by a court following a gun lobby challenge so possession is not yet illegal.

They don't name the NRA specifically, opting for "gun lobby" but this sounds like what you're referring to. Not sure if there's been an update on the situation, the article is from yesterday. I checked WaPo and the closest I got out of them was "authorities are looking into..."
