Either you are in the Union or not - can't pick and choose which federal laws to follow. Doesn't a lot of states do this already with marijuana. States are never required to enforce federal law. Nullification is affirmatively taking action to prevent federal enforcement of federal law - for example, SC tried to stop federal customs officials from collecting tariffs at SC ports.
