This is the opposite version of minimum sentencing, and this instance demonstrates how harmful it can be to the victims just because he has a clear record. It should be a general guideline but make it be on a case by case basis and in this case he should be serving at least a decade. He really should yeah. Doesn't sound like the judge is happy with how little they had to give, but they can't exactly do much about it afaik. Judges overrule the damn president all the time.
