It should be a general guideline but make it be on a case by case basis and in this case he should be serving at least a decade. He really should yeah. Doesn't sound like the judge is happy with how little they had to give, but they can't exactly do much about it afaik. This is a good thing. It would be tragic if the judge sent this guy away for ages. Sure, the guy's actions were abhorrent, but he realizes that now, and it sounds like he has matured since then.
