I see Frozen as an averted villain origin story. It's about how Elsa almost became an evil sorceress who would eventually have tried to freeze the planet, but her trip down the (very) slippery slope of morality was halted by Hans' attack on Anna, which served both to bring Elsa back and realise the consequences of her actions, and see what evil looked like and realise she didn't want to end up like that.

So yeah, Elsa is an unwitting, sympathetic villain for most of Frozen. IMO.

Incidentally, there's an arc in Once Upon a Time that's basically a live-action sequel to Frozen, and ties it back to the original Snow Queen tale by having her be Anna and Elsa's aunt. She's also much more of an outright villain (if still somewhat sympathetic) than Elsa.
