I don't need to explain that because that isn't a correct assumption either. Plenty of game engines out there are built from stuff from the 90's. Titanfall 2 runs like a dream and that uses a game engine from 2004. The latest Unreal engine still has stuff in there from the 90's. The Creation Engine itself is a revision from the engine used in Morrowind. An engine is also a collection of different development tools that can be changed and configured too. Rockstar games feel unique because of Euphoria but that only handles animations for example. Even with all of this I still know next to jack shit about game development. This shit is complicated. When it comes to engines and development stories we can only really listen to game developers themselves when it comes to working on it and what their issues are. We can't just assume things because of some surface level information we can gleam from mods and credits. If you're interested in this stuff noclip does have a documentary that goes into some of the challenges with implementing Fallout 76 multiplayer on the creation engine.
