Ive never played it. Should I? What makes it good?

Please do, The series ends with you if you don't buy the game!

And the game is one of the few games that completely justified the existence of the DS in how it incorporated both the dual screens and touch screen into its chaotic gameplay. Pair this with a stylish artstyle (I think this is Tetsuya Nomura's best work) that fits the urban setting and a rockin' OST to go along with it, and a storyline where the main character goes from being the most unlikable douchebag to making a complete 180 and becoming a genuinely awesome guy, and you have all the ingredients for a masterpiece.

It's now out on the Switch, and I'd argue the gameplay improved even more via a new replacement addition to cover for the lack of dual screens; Solo Co-op. This entails using both joycons to control 2 characters on the screen simultaneously. This better fits the game's storyline since the main character is always paired up with someone has to fight side by side with his partner and is just as exhilarating and hectic to play as the DS version. Of course, it's not TWEWY if you're not struggling with the controls, but once you practice and get a hold of the controls, you'll be crushing enemies like a boss.
