I think it's more that the competition for Drizzle is very small and that Rain is one of the best weathers. I mean, having auto-rain and Hurricane helps too I forgot about Hurricane. But I don't think it's necessarily for Pelipper to have Hurricane. You want U-Turn because slow u-turners mean you can get a free switch and Roost for survival.
