The whole concept seems weird to me. "The Earth is out of resources. SO GIANT MOVING CITIES THAT HAVE GOT TO SUCK RESOURCES LIKE A FAT KID SUCKS SODA!"

I see no problems here...
Earth runs out of resources because of the cities, and the cities that stops moving will be attacked and be stripped of their resources by the evil Germans.

Is it the Germans? The trailers on TV make it seem like "London" is the bad one

Germans , and Russians, are always the evil.
As for Mortal Engines, all cities are preying on other cities so they are all evil.

This is not true about the movie at all. Saw it the other day so here are some not that massive but bigish spoilers.

London is specifically a predator city. In the opening sequence (which is really cool and the best part of the movie), you see a bunch of smaller German/Bavarian trading cities being chased by London with one being engulfed. There are also slave-hunting cities in the shape of centipedes and a resistance-led sky city.

It's a decent enough film. It's not atrocious and that's coming from a movie snob. Visuals are great, Hugo Weaving has never given a bad performance in my opinion. Everyone else is just serviceable. The idea that a 90-minute war caused all of this is fairly Mad-Maxian in that we don't get a full story of what actually happened.

The humor was my biggest gripe though. Too much Hobbit-level humor. Oh and the random robot wanting to murder his surrogate daughter to turn her into a robot bent on revenge plotline was stupid. >_>
