Yes, seasonal viewers only watch ongoing series. This is because they discuss the episodes weekly as their air. It is basically the opposite of binge watchers.

I could list you a dozen or more different shows I've watched over the past 10 years where I've seen every episode, and a more that I have watched every currently aired season of. I'm not even counting one-off series which I probably don't remember like that Sci-Fi where they created the fake spaceship to research how people would fair in space.

I only started watching anime in 2004-2005 when you could get things easily online. That was before the seasonal concept really started tho. Seasonal anime started around the time waifu-style animes started poping up, probably around 2007-2009.
