What part of that is supposed to contradict what he said? See bold That seems to support what he said. If you disregard the 20% they are here legally, that is So, they were suspected of being here illegally and either 80% of those arrested were here illegally or they arrested 80% of the total number of would be sponsors because they were found to be here illegally. The language is vague enough that it could be either.
