You fail the test you are out of the league for good no second chances. Is that a good idea? Probably not. But it will stop the drug use. This is overly simplistic and harsh. It would not reach the desired effect and would result in kicking out innocent people. The Jones thing is interesting because of what the organization is doing in response. Instead of being careful and stopping him from fighting while they figure out what happened they move the entire event to a place that will allow him to fight.
