What I took from the movie was that he proposed this plan on Titan. He knows it will save his people and his planet and, in fairness, he was probably right. We see the ruins of his home, presumably the result of overpopulation and the depletion of resources. So he goes on a quest and begins doing this to planet after planet after planet. It becomes an obsession, a way to make up for his loss and to prove that he was right. And somewhere along the way, he learns of the Infinity Stones.
