They need to either see concequences for their actions, or everyone needs to collectively agree to ignore the troll. Guess which one is easier to accomplish. The problem with trolls on this site and elsewhere in 2019 is SPECIFICALLY because people keep feeding them. It hasn't become any severe or malicious lmao. People have started taking them seriously, which is backwards progress.
