Not really.

He is far more grey in the books. Probably an Anti-Hero until he has some major sanity slippage after his Trial and killing Tywin/Shaw. He tried to do a good job ruling as hand, and does some kind things like that special saddle he made for Bran.

But he can be quite cruel and a giant prick sometimes even before the Trial. Mostly to giant pricks who really should be executed for their crimes anyways but he does have moments where he Kicks the Dog.

Albeit his cruelty mostly comes from general mistreatement and self loathing/alcoholism related to his abusive family but yeah he has plenty of moments where he could be the bigger man(hehe) or takes his misery out on someone weaker who didnt deserve it.

Tywin absolutely 100% deserved it though.
