Most politicans poo-pooed the notion. I mean sure Austria-Hungary and the Balkans was a sure thing but WW1 was the clusterfuck of all clusterfucks in history The war that achieved nothing, that few wanted, that served no goals caused by a calvcade of stupid nonsense reasons that just snowballed until everyone died in agony. If anything the fact WW1 occured pre nukes shows how foolish the logic of "No one would do something that stupid" really is.
