TLDR, TC is wrong and this has been in effect since February 2018, no one noticed because it didn't matter.

It's 1000, not a million.
This, it's 1000 subscribers and 4000 hours of watch time in the past 12 months. One million in order to get monetized is way too much and will never happen.
Also this 1000 subs rule came into effect in February of 2018, so your a bit late to the doomsday conversation (nothing actually happened either, people with less than 1000 subs were getting paid pennies anyway).
