Ran fine on 360 for me. Ran like dogshit on my friends PS3. Used to watch him play when wed hang out and there some pretty noticeable differences.

Because Bethesda games store so much in the RAM.
There are millions of objects in the world and it needs to save the placement of anything that gets moved. Walked into a basket or broom that changed place? Picked something up? Dropped something? Sold it? Need to store the new placement in RAM.
Since the PS3 had much less RAM for the developers to play around with, they had to swap the data between the harddrive and RAM more often, and the game engine was not made with that in mind so it caused lag.
Bethesda didnt hate the PS3, they just didnt want to, or couldnt, rewrite their game engine to run better on hardware that gave them less RAM and harder to develop for hardware.
