There aren't really any other joke characters in One Punch Man. He takes everything down with ease because everything around him is serious and it's funny for him to do so. The only way to stop a gag character is with another gag character. Squirrel Girl, Bugs Bunny, Popeye, The Mask. Stuff like that are what can take down Saitama.
