It's one of those things that has stopped actually being relevant for so long that it needs to be explained why it's offensive and, as a follow-up, why it alone is considered as being specifically that offensive when other groups were subject to parody. Or, for that matter, why other forms of black racial stereotypes used in comedy and elsewhere are acceptable despite also being offensive. All that aside, I'm not sure that there's any place in the developed world where blackface is considered acceptable, even if it's not condemned as harshly. That general attitude is gradually spreading through developing nations as well through cultural imperialism and, presumably, accompanying economic pressures. A good case-in-point would be a Chinese company that ran a racist dishwasher ad in China first handwaved the commercial as Westerners being too sensitive, but eventually issued a formal apology and discontinued use of the commercial.
