Topic	So who "decides" what the "style" trends are?

Yes, a fucking MULLET is apparently "in style" for a season that hasn't started yet. It's led me to thinking about these things: Who on earth decides this? And why are they deciding to suggest people do their hair in a way that other people are going to mock?
