Usually it's always tacked on to try getting an extra 50c $1 from people. Or just the staff 'forgetting' you specified 'no sauce' when asked which sauce. Granted, given I've always said no to sauce maybe the places that don't charge for sauce just simply always remember to not give any, that or confirmation bias. Do you live in the U.S.? I've never been charged for sauce here. Most will charge if you want extra.
