So let's analyze this. First off, Article II of the Constitution places the President in charge of enforcing the laws of the United States. Not the Justice Department, not the Attorney General, the President. The President can certainly hire people to help him (the Justice Department) and can listen to the advice of an Attorney General, but ultimately the President is in charge. And why is that? Well, he is the one who is accountable to the People at the end of the day, because he is elected and subject to elections and the others are not.

In the 2016 debates, Hillary said that she was glad that Trump wasn't in charge of law enforcement in this country. Trump responded, "because you'd be in jail."

Now, Democrats jumped all over it because they said it was a promise to investigate Hillary, but actually, that isn't what Trump said. What he actually said was that if he in charge of law enforcement at that moment instead of Obama, Hillary would be in jail.

Now, as it turns out, Obama's justice department investigated Hillary, and refused to prosecute her. Since we don't believe in investigating people for the same crimes multiple times in this country, Trump couldn't do anything about it once he took office. But he could change the policies to make sure these crimes didn't happen again in the future. And it looks like he did.

Under Obama/Biden, Biden's son committed a crime in Ukraine that probably had enough ties to the US to bring it within US jurisdiction on at least some aspects of it. Instead of investigating the crime, Biden used the full force of the United States government to cover up the crime. Now, under Trump, the investigation is proceeding.

And Democrats are indignant and want to impeach the President for daring to actually do his job.
