I think Trump is a moronic conspiracy theorist and legitimately believes there was reason to be suspicious of this. Even though he is almost assuredly incorrect, he was elected as president and rightfully felt that it was his duty to investigate career politicians that he thinks might be corrupt. It's certainly not an impeachable offense to fulfill his campaign promises. Biden being revealed as "dirty" during an election year is just a bonus for him.
