Because it literally is. Nevertheless, it describes a real troll tactic which had been identified before the term was created.

Gaslighting was used in psychology before politics, but gaslighting has been used to describe politics since the 90's. It was used to describe the Clinton administration's rebuke of criticism, but it's easy to see why it is ubiquitous in modern politics. It was quickly turned around to describe criticism of Clinton, G.W. Bush, and more. Modern media makes it ever present, but you can easily find specific examples on this board.
