Most trails I know of that allow cyclists are wide enough for cyclists to pass single pedestrians pretty comfortably (hence cyclists are allowed), and explicitly say that everybody should keep to the right of the trail and pass on the left, using a bell if on a bike. I'm not sure if they explicitly dictate right of way between cyclists and pedestrians, but I do know that they put horses ahead of everybody and ATV's behind everybody, which just makes sense. I've never particularly had problems biking or hiking on those trails, provided I maintain some situational awareness and don't take up more than half the trail when a bike's coming up from behind, so it seems to work well enough.
