It starts with using a general term like "the rich" and the goes from there. Stereotype an entire group of people - race, ethnicity, sexual preference, etc. Then you have a group of people you can throw blame on whenever you want.

And this right here is why communism is doomed to fail in its current form. It has a catastrophic internal error where people eventually take on, with religious fervor, a "class" mentality and always find ways to construe "the others" as part of the forbidden class(es).

And the only way to deal with forbidden class(es) or the sympathizers is violence or the threat of violence, like Marx proposed.
