The UK and the EU were able to come to an agreement on a new deal. However, it's not significantly different than the one that was rejected three times in the UK Parliament. Currently, Parliament is refusing to vote on it, and instead pushed a motion that requires Johnson to request and receive an extension before they will even consider voting on the new plan. This is separate from legislation they passed about a month ago that legally requires him to request an extension anyway if he can't get a deal by October 31st, and includes the exact wording of the letter to be written. Essentially, they are trying through legislation to force the situation where brexit is extended no matter what into next year.

The problem is that if members of parliament know that brexit has been extended, there's no reason to vote yes on this compromise deal. Which means that the new deal cut with the EU will almost assuredly be rejected, putting the UK back into the situation they've been in over the last few years, which is with no agreed-upon plan and time running out.
