Topic	C/D: Posting "who" in an RIP topic should be an immediate mod

Honestly, I think it's annoying anytime someone posts in a topic with no interest in the subject. Like, if there's a topic about El Camino or something and someone posts that they've never seen an episode of Breaking Bad and don't care to, it makes me wonder what the point of them clicking on the topic or posting was supposed to be. I disagree. Some people are legitimately interested in learning about the person, and asking in the topic only helps the discussion.
