Metal Gear Solid was the best as far as blending fun gameplay with cinematic storytelling. It is definitely a good game for the time.

MGS2 perfected the gameplay of MGS. The over use of codec talk to dump exposition hurts the cinematic storytelling. I'd still call it a good game for the gameplay perfection even if I still don't really care for the story. (sorry, not sorry)

MGS3 has a fun story with some of the the most useless survival mechanics and some really awful menu navigation. It's a good game still, but not his best, which I personally chalk up to technology not being ready for what he envisioned. (load times hurt the menu navigation, and it was clear from early interviews that he went into MGS3 with more of an open world in mind so I feel that is where the survival elements ultimately become pointless)

MGS4 has amazing gameplay for 2 hours then takes a nosedive with overly long cutscenes that feel like they had little thought put into them.

MGS V somehow has great gameplay in spite of empty and bland maps. I'm biased though because I play it with Infinite Heaven mod which improve on the gameplay immensely. MGS V is like the Fable of a new generation. It could have been the greatest military open world game ever made I believe, but after 5 years of development could Kojima have ever actually reached that?
