But you can't say "poverty" and call it a day, because it's a combination of failed anti-poverty measures and welfare programs, lack of funding to local law enforcement where it's needed the most, and maybe most important of all, the lack of fathers in black families. It wasn't all this way either, even back in the 60s there were a lot fewer single parent black households and it's gotten a lot worse.
