On Her Majesty's Secret Service is Timm's favorite Bond film and Savalas' character there was the inspiration for Lex's appearance in Superman TAS. His skin wasn't really that dark there anyway. He and Superman pretty much had the same skin tone. The difference is that Lex had more prominent lips.
