Sailor Moon is a tough sell because you have to ask: do you cast actors who look like the characters or do you cast Asians? Because most of the Sailor Moon characters don't look Japanese. Sailor Moon herself looks practically Aryan. But people will cry whitewashing if you cast white people in it. So what do you die? Cast Asians but have them dye their hair? That would look silly. Just have them look natural? Then they don't look like anyone because they'll all have black hair and brown eyes.

So Hollywood will likely never bother.

DBZ is easier since most of the humans actually look Japanese.

Anime characters are purposely designed to be ambiguous, and when you're a white person living in the west, white tends to be what you default to. That is human nature and nothing racist. But I bet Japanese people would say Sailor Moon looks Japanese.

Typically characters that are supposed to be white have stereotypically Western features to make them stand out. Example: Asuka from Evangelion who I think is supposed to be half German half Japanese. Her facial structure is drawn a little differently, at least it looks that way to me.
