Quicksilver Capital One card or one through your bank/Credit union.

Both should be easy to get, both shouldnt have an annual fee. And at least with Capital One, you get cashback on everything to get you started.

Capital One sucks, but they are a good starting point. Just dont get anything else from them.

The Quicksilver card he can most likely get approved for has a $40 annual fee and high apr but still worth it as long as he pays his balance in full every month.
