Personally, I consider the only criterion needed to qualify as art to be the application of creativity. If you're just replicating something that already exists with no personal interpretive or creative steps, you aren't really producing art. That said, producing a good forgery absolutely does require a tremendous amount of skill, in many cases comparable to that of the original artist. I won't disagree with that.
