I have never heard or seen anything about food shortage, whether people can afford the food or not is a totally different problem which exist. Although I know people who cant afford many thing, they would spend their money on cigarettes instead of food. They rather suffer and their family due to their smoking addiction. They would rather go hungry than go without buying cigarettes. I seen people ask strangers for cigarettes and looking at the floor for cigarettes to smoke, that is how desperate some people get for their addiction.
