Having the team read through these two other games as well just to translate the first one when it's far from a guarantee that anyone outside Japan was even going to care about this weird lawyer adventure game might not have seemed like a good use of professionals' time.

Yeah, this was my instinct as well. Although, that said, I wouldn't be surprised if the localizers were at least somewhat in the loop and just decided to go with this anyway, not fully realizing the consequences until later (much of which is thanks to AA5 and AA6, the most outright "japanese" games of the series). This was a bit after the days of the 90's where Ted Woolsey was under such an absurd deadline and given so little help/feedback that he couldn't even research the names of Mario enemies properly. (This isn't a knock against Woolsey, I consider him one the godfather of good game localization)
