"No ma'am, not at this stage," Northam said, "We're looking at banning the sales of assault weapons ... that would be what we would start with."

Original version of the bill did not allow for keeping currently owned guns. New version requires registration. "Not at this stage" clearly implies that it is something being considered at a later stage. Confiscation works much better when you have a list to work from.
