For most people, you can pretty much just look through their annual tax returns and income to piece together any fishy. Then you audit them, send them a letter and that's that. A case worker can do all that on a tuesday morning before lunch. But investigating a wealthy person's extensive investment portfolio and then dealing with the inevitable lawyer fuckaround?
