Pretty much. The only reason to look at other drivers while driving is to make eye contact when negotiating an intersection where there might be some question of right of way (4-way stops being the most common example). Otherwise, I just keep my eyes on the road, aside from glancing in my mirrors enough to be aware of my surroundings.
