In the end, the GOP has already played their hand in asking for unrelated demands. They will fight for their interests regardless of what the DNC proposes. If the bill had no unrelated bullshit, the GOP would fight for their own interests. In this way, they are playing their hand such that the GOP also has to fight these DNC demands in addition to trying to put their own stuff in.

Ideally this will end with some token partisan stuff for each side. That's what I imagine the DNC is going for with this move. And although people need money ASAP, it would still be idiotic to let simply let the GOP take advantage of the emergency to help their corporate donors.

I can't say that the DNC would not have done this had the GOP not proposed a bill with unrelated demands. But now that the GOP has, there is no other reasonable move than go with a counter offer to try to force a compromise that doesn't push partisan politics.

Edit: To be clear, I am suggesting if the DNC proposed an only neutral bill, the GOP would oppose it until they got in at least some of their demands. Now they have been given a message they have to capitulate on something reasonably bipartisan if they want this to get out of the House.
