Yes because that would allow us to more quickly flatten the curve, which is the primary way of combating the issue. Stay-at-home instituted statewide would lessen the cases and mass testing would allow us to better allocate resources to the appropriate counties whose hospitals are at risk of being overwhelmed.

This is how NY is managing the situation. They have very high case numbers, but that's because they're testing so they know what kind of resources they need and where to allocate them to prevent hospital overload.

Abbot really doesn't have to do much beyond act like a state leader. He's not doing that right now be deferring this bureaucratically to counties. That increases the likelihood some county fucks up, which can make stay-at-home orders in adjacent counties useless. See: Tarrant/Dallas.
