That's not actually ever said in any of the films, and it's kind of blatant that Palpatine only really looks the way he does because he's old and because of having electrocuted himself fighting Mace Windu. While Vader's physical issues stem from, you know, being set on fire by lava. A lot of secondary sources implied that the Dark Side caused someone's body to rot based solely on the fact that the Emperor looked kind of decrepit in Return of the Jedi (in spite of the fact that just being really, really old would easily explain that), but the prequels kind of crapped on that idea.
