No, it's a terrible idea to reopen (especially for states like SC that just recently closed). To safely reopen we need the capability to test everyone with symptoms, get the results back very quickly (within a day or so), and track down the contacts of positive cases to have them isolate. We don't have that capability anywhere right now, and because Trump is passing the buck states are going to have to figure it out themselves (probably led by CA/NY).
