If you can find people that have actually not gone anywhere (or spent time with somebody that has) for a couple weeks, sure, but that's pretty unusual. People need groceries and other essential supplies, after all, to say nothing of the risk of transmission associated with touching any common surface in an apartment or condo building (unless, again, you can guarantee nobody in your building has gone anywhere, but good luck with that).

No. Just continue to follow recommendations from public health officials until such a time as those recommendations are lifted, a decision that will be made based on transmission rates dropping to acceptable levels and the availability of treatment/preventative options. There's no reason to think it'll never be safe again, just that it's not safe yet.
