Adults don't need the government to tell them when to have lunch, when they get recess, and when they need to go to bed, etc.

That's not the same as telling people they can't murder or rape

The government needs to tell you when the environment is safe as you haven't got the means to determine it. You are effectively a toddler as you have no way of comprehending the threat beyond what your authority tells you.
