I think Americans find the concept of horse meat revolting because of the importance of the horse in the Wild West. A cowboy's livelihood, and even his life, was tied to his horse. That's why they would hang horse thieves.

Movies and radio and TV shows like the Lone Ranger or Roy Rogers treated horses as noble, intelligent, and beautiful creatures. Most people can probably name more famous horses than they can dogs. Most Americans think cattle are stupid and/or ugly, so there's no problem with eating them. Pigs are seen as stupid, dirty and ugly, so off to the slaughterhouse they go. But a horse is considered to be both smart and beautiful, and deliberately killing such an animal is an anathema to us.
