Starting with a small amount won't get you anywhere fast. And depending on starting location, the closest casinos, starting money, and all that, it could take forever before making any decent amount of money. And even then, it's a lot of work that could be skipped by just choosing money. Which is why some people would choose money over save scumming. Especially if life is good and they were only going to use the save scumming for money, anyway. Why waste energy when you can get the better results easier... Especially when you'll have to do it again when your funds deplete... So, I can definitely see why some would choose money instead...
